The impression one is left with, concerning OPEC, is that they DON'T want low prices. "Market stability" to them, means keeping prices artificially high, via monopolization. They punish little guys, by flooding the market, and putting them out of business - unless the little guys adopt the monopoly companies' artificially induced low production and consequent inflated prices.
Shale in Texas temporarily interrupted this power abuse.
Another great piece. Crazy information density. A lot to think about for the policy itself but also in terms of how to influence to make that policy a reality.
