His choice of "the last 15 years" (presumably chosen to capture the entire Conservative time in office beginning in 2010) includes the Gove reforms to the curriculum and academy schools. Whether you agree with these changes or not, they are probably the most significant since the introduction of university tuition fees, or, if only focusing on school education, since the introduction of the national curriculum.
Incidentally from 2009 to 2023, English educational outcomes in the international PISA rankings have increased from 27th/26th/16th (Maths, Reading, Science) to 11th/13th/13th. This contrasts with a slump in Scottish performance where educational policy is devolved.
