Otherwise, you might end up spending money on something that is not aligned with the foreign policy position of the Commander-in-chief and chief diplomat. I think foreign policy is probably the easiest place to work this viewpoint out." This whole piece is a pretty shocking argument for the erosion of congressional power in favor of a legislative presidency. I am stunned it comes from a "conservative." Congress should, and has the constitutional authority, play an important role in foreign policy. The president should not be able to effectively overturn old laws he doesn't like. Its bad for consistency in American foreign policy and is not constitutional.
